Create web Service Token with SAML

Hi,

We are using SAML to authenticate users from our adfs. We have a app that needs to create Security keys or tokens. I've seen this URL used for creating tokens. However this doesn't appear to work with saml as the password isn't stored in the database. 

https://www.yourmoodle.com/login/token.php?username=USERNAME&password=PASSWORD&service=SERVICESHORTNAME

Is there an alternative for SAML accounts? Or a work around?
