Azure synchronized users

I tried getting a list of users through the API (using Matt Hamilton's Powershell module) but this only seems to work for users created in Moodle itself, not for users that were synchronized from Azure.

This also goes for authentication, a token can only be obtained using an account defined in Moodle, it doesn't work when using a synchronized account.

Is this "by design" behavior?
