My code that works:

I think you are specifying the wrong feedback ID. The one that appears in the address bar of the browser is incorrect.
Try using the mod_feedback_get_feedbacks_by_courses(courseid) method first to get a list of elements of the feedback type. From there you will find out the real ID of your feedback.
