Create User and Email Display Options

My client uses the BULK UPLOAD function and chooses to hide student email addresses because at this time students do not have email addresses. So a noreply@[school domain] is used to create every student.

Are there options/preferences within the create user web service to change the email display?

I did find moodle/course:useremail but documentation says it is deprecated. Also at this point, my only focus is managing accounts and not necessarily the course portion of Moodle.
