Web Service to create Pulish URL

Hi,

Is there web service API available to CREATE "Published Tools"URL and ScaredSecret?

Requirement is that

Moodle acting as LTI Provider

External Application (LTI Comsumer) using web services API generate URL and SharedSecret so that external tool can access the course.. This is to eliminate manual process to generate URL and Shared Secret from Moodle --> Course Administration --> Publish as LTI Tools.
