Activate Webservices via PHP-Skript

Hey Everyone, 

if a institution works with more than a hundred moodles, It's hard to activate and configure the web service manual. 

It is possible to create the web service under using a php-script? 

1. Activate Webservice
2. Set the REST - Webservice as on
3. Create a manual Webservice User like "Webservice-Boss"
4. Create the Webservice like "Webservice_in_the_Moodle"
5. Add the Webservice-Function like "Core_user_create_users", "core_user_delete_users", ... 
6. create the tokens
